Todd Harvey — a Wharton high school teacher in Tampa who has faced numerous complaints over the past 25 years — has been described as a “serial abuser” who is racist, homophobic, and misogynistic, according to a Change.org Petition, which currently has 523 signatures.

“Todd Harvey is a serial offender with over 20 documented offenses against minors in the classroom,” the petition states. “He’s a homophobic, racist, misogynistic person who should never be a teacher.”

He continues: “His immediate termination is required on behalf of parents and students.”

The petition also calls for a “thorough investigation” by both law enforcement officials and the school after Harvey’s history of complaints first surfaced in a disclosure by Tampa Bay Times.

The news outlet obtained school district records that reveal at least 23 alleged complaints of misconduct since he began teaching at the school back in 1997.

Harvey was once suspended without pay for five days for making racially “insulting” remarks and also found himself in trouble after allowing students to pay him to increase their grades, according to the Times.

One parent complained in 1999: “I understand it is not uncommon for this man to reduce students to tears.”

He was threatened with dismissal at least twice, but officials eventually allowed him to continue teaching. The Times reported that one student described his classes as “barbaric”.

The alleged complaints include sexually inappropriate remarks. Harvey reportedly called one of the girls a “whore” and told another that he would marry her after she turned 21.

Harvey admitted that the “rotten” comment was a joke he now regrets.

He also told the students that same-sex couples should not be allowed to marry in a church, and that women should stay at home rather than in the workplace, according to a Times report.

He was last reprimanded in February 2017 for “unprofessional behavior” for allowing students to cheat on an exam, while forcing administrators to invalidate their scores, according to the outlet.
